Ben Tre implementing control of foreign workers

 

In a move to implement the guidelines stipulated by the Ministry of Labour, Invalids and Social Affairs (MOLISA) at the Document No 3353/LĐTBXH-VL dated on September 9, 2009, on foreign labourers working in the province, the People's Committee of Ben Tre Province has ordered the Department of Labour, Invalids and Social Affairs (DOLISA) and District People's Committees and Ben Tre City to deploy the guidelines into several areas of task.

First, the DOLISA and districts and the City administration have to open up the communication and propagation of the Vietnamese laws and regulations in relation to foreign workers who are working for companies and organizations based in the province. Among many things relating to foreign workers, the provincial authorities have to articulate and clearly specify the responsibilities to the sides of labourers, labour employers, contractors and related organizations and agencies. The provincial authorities also have to frequently supervise and follow up the obeidience of laws and order in the field.

In doing so, the provincial authorities have to frequently check up and inspect the use of foreign labourers in businesses and organizations in the province. The inspection and check-up work should focus on the implementation of the State laws and regulations on employment, labour licensing and licence extension for foreign workers, especially those who work in projects and factories under foreign contractors. If any instances of violation of laws and regulations are found, it is recommended that authorities strictly impose law and order. In cases there are labourers unqualified for further working in the province, these should be forced to leave Viet Nam or lawfully deported.

Finally, there should be an increase in collaboration and information sharing between the provincial departments and agencies as well as other specific measures to manage foreign labourers in the province. The DOLISA is assigned to help the People's Committee supervise and compose better regulations on controlling foreign workers in the province.
