A. Functions:

(Based on the
Circular 41/LB issued on August 14, 1991 by the Ministry of Education and
Training and the Government's Staff Organization Committee
)

  • The Service of
    Education and Training is a specialized agency, functioning as an arm of 
    the People's Committee to administer the education and training system at
    provincial level.
  • The Service of
    Education and Training is accountable to the People's Committee and the
    Ministry of Education and Training, carries out the administrative functions
    in education and training in the province, including preschool education,
    comprehensive education, adult education, professional training, with many
    forms of schools such as state-run, public, semi-public, etc.

B. Main duties:

  • Develop overall
    and detailed plans for education and training development in the province
    and responsible for implementation.
  • Direct local
    schools to work in accordance with regulations, rules and laws for
    organizational and professional operations.
  • Organize the
    application of scientific advances in education and training, and synthesize
    experiential initiatives. Direct schools to enact the Ministry's regulations
    in consideration of local characteristics.
  • Do the staff
    organization such as plannning, training, appointing, applying policies for
    teachers, office staffs, scientific research staffs, technical workers and
    other employees in accordance with regulations issued by the People's
    Committee and the Education and Training Ministry.
  • Administer
    students enrollments, examinations, certificate and degree issuance in
    accordance with laws and regulations.6.    
  • Administer
    budget and assets under People's Committee directions.
  • Directly
    administer schools and educational facilities. Direct inferior
    Education-Training Departments to administer local schools. Assist the
    People's Committee to enforce its governing functions over the Central-run
    professional training facilities in the province.
  • Carry out
    educational inspections to local schools.
  • Report to the
    Ministry of Education and Training and to the People's Committee.
